Министерство Российской Федерации осуществляет государственную политику в топливно-энергетическом комплексе страны:
1. Определение стратегии и темпов добычи, воспроизводства и качественного улучшения сырьевой базы.
2. Государственный контроль за геологическим изучением, рациональным использованием и охраной недр (совместно с Минприроды России).
3. Разработка федеральных и региональных программ геологоразведочных работ на основе планирования необходимых темпов воспроизводства МСБ отрасли (совместно с Минприроды России).
4. Государственная экспертиза разведанных запасов и их геолого-промысловых характеристик, лицензионных соглашений по разработке месторождений УВ (совместно с Минприроды России)
5. Отбор объектов, право пользования которыми может быть предоставлено на условиях СРП; экспертиза проектов, подготовка и заключение соглашений о разделе продукции при поисках, разведке и разработке месторождений углеводородов.
6. Создание и ведение базы данных по геологоразведочным работам и разработке месторождений УВ.
7. Участие в разработке и совершенствовании законодательно-правовой базы недропользования.
8. Согласование и контроль за исполнением законодательных и иных нормативно-правовых актов по вопросам ТЭК.
The Ministry of Fuel and Energy of the Russian Federation conducts state policy in sphere of fuel and energy complex of Russia:
- Coordination and control over the implementation of the legislative acts and by-laws governing the fuel and energy complex of Russia;
- Defines the strategy and tempos of the replenishment and improvement of the quality of mineral resources of Russia;
- Realization of the state control over geological analysis, rational usage and protection of subsoil resources (conjointly with Ministry of Natural Resources of the Russian Federation),
- Elaboration of the federal and regional programmes of exploratory operations on the basis of the of plans of optimal tempos of replenishment of the mineral resources basis of the industry (conjointly with Ministry of Natural Resources of die Russian Federation);
- State expertise of the found reserves: their geological characteristics and commercial value; license agreements about the development of deposits of hydrocarbons (conjointly with Ministry of Natural Resources of the Russian Federation);
- Selection and analysis of the objects for the development under conditions of the Production Sharing Agreements; expertise of the projects, drafting, negotiations and conclusion of the PSA for exploration and production of the resources of hydrocarbons;
- Creation and up-to-date bringing of the database of geological operations and exploration and production of the resources of hydrocarbons,
- Drafting and modernization of the statues and by-laws governing the use of subsoil.
