S&IA Radon (Moscow state-owned company - United Environmental, Technological, Research and Development Center) is engaged in radioactive waste disposal and environmental protection.
In 1999 Radon decided to conduct the public information campaign on radio-ecology. It lasted for 8 months and was finished just a month ago. The Campaign was carried out by RADON-PRESS.
The program consists of several key levels:
Information PSA spots
Leaflets for public
Newspapers articles +Ecological Newsletter
TV-spots
Telephone "hot line"
Radon team of specialists
Leaflets for public named "10 Questions About Radiation" was published to highlight the basic issues, like general information about radiation and radioactivity, advice, and the names of concerned organizations and useful telephone numbers. Leaflets were also distributed in the municipal districts and were put into Muscovite's mailboxes.
A lot of articles of educational character run in the different publications. The topic of the first priority was radioactive pollution in new residential districts located on former waste ground and dumps. Thus, the new dwellers became well aware of potential danger and could protect against it. We also gave priority to the stories about an increased radiation background or high concentration of radon or mercury in children care centers and schools. We hoped that it would make the parents be more careful. The third popular topic with reporters was the city markets during radiological checks of products, such as mushrooms, berries, meat, etc.
We have provided the TV-reporters with ample opportunities to visit the facilities and escort emergency and monitoring teams to the sites of accidents. This approach helped to promote the idea of public radiation safety to TV screens. From March to October TV plots came out on a weekly basis.
A crucial and innovative step was the production of educational PSA spots. Three series of such spots cover three subjects: a general concept of radiation, radiation in consumer goods, and radiation safety of dwellings. The stylistic distinctions among the spots are deliberate, since they are intended for different audiences. This educational environmental television campaign is the first one of its kind in Russia. We know of no other Russian company that organizes educational events intended for the general public. Since February 1999, the spots have been aired, free of charge, on the leading Russian television channels: RTR (Russian Television and Radio), NTV (Independent Television), STS network agency
offering the products to be aired by the regional TV-stations.
The graphics at the end of each spot include a telephone "hot line" number, calling which viewers can get additional information. Apart from providing answers to questions, we had an opportunity, in case of real need (counter readings that register radiation values that exceed maximum permissible ones, death or illness of an apartment's tenants from cancer), to send a team of specialists, free of charge, to examine the apartment for radiation contamination. We get up to 40 phone calls a day. Radon's specialists visited a dozen addresses. What is more, every caller can get a leaflet "10 Questions About Radiation ". PSA films on radiation safety reached the finals of the WHO Health21st Media Award, on the occasion Third Ministerial Conference of Environment and Health. The meeting took place in London between June 16 and 18 this year.
