Российский Речной Регистр является федеральным государственным учреждением классификации и технического надзора за судами внутреннего и смешанного (река-море) плавания вне зависимости от их принадлежности и форм собственности, а также за безопасностью судоходных гидротехнических сооружений в части организации и обеспечения технического контроля. Основные цели: обеспечение высоких стандартов безопасности судов, охраны человеческой жизни и экологической безопасности судов. Основные виды деятельности: классификация судов внутреннего и смешанного (река-море) плавания; классификация внутренних водных путей по условиям плавания судов; установление границ районов морского плавания поднадзорных судов и условий, которым должны отвечать эти суда; государственный надзор за безопасностью судоходных гидротехнических сооружений в части организации и обеспечения технического контроля; сертификация систем качества и продукции; разработка Правил; технический надзор в России и других странах за соблюдением действующих Правил Российского Речного Регистра предприятиями, организациями и лицами, осуществляющими проектирование, постройку, переоборудование, модернизацию, ремонт, эксплуатацию судов, судовых устройств, механизмов и оборудования, судоходных гидротехнических сооружений и их оборудования, а также изготовляющими материалы и изделия для установки на суда и судоходные гидротехнические сооружения.
Russian River Register is the state institution for the classification and technical supervision of inland navigation and combined (river-sea going) navigation ships independently of their ownership and forms of property as well as navigable hydrotechnical installations concerning with the technical control organization and provision. The main purposes are the provision of high standards of ship safety, protection of human life and ecological safety of ships. The main kinds of activities: the classification of inland navigation and combined (river-sea going) navigation ships; the classification of inland water ways according to ship navigation conditions; the establishment of the region limits of sea navigation for supervised vessels as well as the conditions which these vessels should correspond to; the state supervision of safety of navigable hudrotechnical installations concerning with the technical control organization and provision; the certification of quality and production systems; the Rules development; the technical supervision of keeping the current Russian River Register Rules by enterprises, organizations and persons carrying out the design, building, re-equipment, modernization, repair works and service of ships, ship facilities, mechanisms, equipment, navigable hydrotechnical installations and their equipment as well as producing materials and goods for the application on ships and navigable hydrotechnical installations in Russia and abroad.
