On November 26, in Moscow, withing the framework of the international exhibition "Industry of Beverages / Russian Wine Fair - 2009", the debates will be held on the topic: "Is the state's monopoly on alcohol necessary".


In these latter days the issue of introduction of the state's monopoly on production and sale, including retail sale, of alcohol products doesn't get off the newspapers and TV screens. The initiative of introduction the state's monopoly in different stages of alcohol production and sale was supported by The Public Chamber, the speaker of the State Duma, chairman of the Federation Council, Russian Orthodox Church, deputies of the State Duma, regional legislative assemblies, senators, representatives of public organizations, narcologists. The supporters of the state's monopoly bring forward weighty, at first sight, arguments, they refer to the international experience. The issue enjoys the intense interest of the public.


Nevertheless, while speaking of monopoly as cure-all solution, not all fully understand what precisely is meant by it, the notions are mixed and sometimes the peculiarities of the Russian alcohol market regulations are not understood and consequences of introduction of some or other legislative measures are not taken into account.


Both the adepts and opponents of the state's monopoly will take part in the debates, as well as representatives of the alcohol market. A number of television companies and professional journalists from the leading newspapers will cover the progress and results of the debates.
